WHAT THE MEASURE IS SHOWING
The Division of Financial Assistance (DFA) administers the Water Boards' financial assistance programs, including programs such as loan and grant funding for the construction of municipal sewage and water recycling facilities, remediation of underground storage tank releases, watershed protection projects, and nonpoint source pollution control projects. In Fiscal Year (FY) 2014-15, DFA allocated $9.2 million of the $11.7 million available (79 percent of available funding) to fund current projects. This card describes the substantial monetary commitment that the State and federal government made towards the development and improvement of water and wastewater infrastructure and planning needs.
WHY THIS MEASURE IS IMPORTANT
The State of California is geographically diverse, abundant in natural resources, and has a population of over 36 million people. Water quality, groundwater supplies, and clean beaches are all being impacted and threatened by the activities of the state's populace. The State is making a concerted effort to improve water quality, improve water use efficiency, and maintain clean beaches through the passage of bond measures and dedication of other State and federal funding to provide support for these critical areas. The Water Boards administer numerous grant and loan programs for the purposes of improving water quality, water recycling, implementing watershed programs, and monitoring groundwater. Funding of projects is a strategic activity conducted by the Water Boards that requires a significant amount of work in terms of processing applications, establishing priorities and approving and tracking the use of funds. Funding is prioritized to encourage the most important projects and is a key component of the State's efforts to incentivize improvements in water quality.
