WHAT THE MEASURE IS SHOWING

In Fiscal Year (FY) 16/17, the Water Boards committed over $225 million in funding to 31 new projects.

WHY THIS MEASURE IS IMPORTANT

The Division of Financial Assistance (DFA) administers the implementation of the Water Board's financial assistance programs, which include loan and grant funding for planning and construction of public water systems, municipal sewage and water recycling facilities, remediation for underground storage tank releases, watershed protection projects, nonpoint source pollution control projects, etc. DFA also administers the Water Recycling Program and the Operator Certification Program. The federal Safe Drinking Water Act (SDWA) provides states the opportunity to establish a DWSRF Program to help each state achieve the goal of safe, clean drinking water. The DWSRF is capitalized with federal and state funds. The DWSRF provides affordable financing to public water systems for the planning, design, and construction of projects for infrastructure improvements to correct system deficiencies and improve drinking water quality for the health, safety, and welfare of all Californians. Funding of water system projects is a strategic activity conducted by the Water Boards that requires a significant amount of work in terms of processing applications, establishing priorities, approving, and tracking the use of funds. It is also important that the funds available each year are used as efficiently and effectively as possible.

GLOSSARY

Public Water System

A public water system is a system that provides water for human consumption through pipes or other constructed conveyances, if such a system has at least fifteen service connections or regularly served at least 25 people at least 60 days out of the year.
