ITEM 6: Update to the Federal Fiscal Year (FFY) 1998 State Revolving Fund (SRF) Loan Program Project Priority List

DISCUSSION: The FFY 1998 SRF Project Priority List was adopted by the State Water Resources Control Board (SWRCB) on September 18, 1997. This is the first update to the Priority List. The proposed changes and additions reflect recommendations received from the Regional Water Quality Control Boards after the September 18, 1997 adoption of the list, and three reclamation projects that were mistakenly deleted from the list. The revisions to the Priority List are contained in Exhibit A.

The Division of Clean Water Programs (DCWP) is recommending that the list of projects contained in Exhibit A be added to the list. All these projects have been recommended for placement on the list by the appropriate Regional Water Quality Control Boards.

POLICY ISSUE: Should the proposed update to the FFY 1998 SRF Project Priority List be adopted?

FISCAL IMPACT: Staffing levels approved for the Division of Clean Water Programs for State Fiscal Year 1997-1998 are sufficient to review and process projects from the fundable portion of the list which are expected to submit documents for reviews, including submittals from any of the agencies being added.

RWQCB IMPACT: None.

STAFF RECOMMENDATION: That the SWRCB adopt the update to the FFY 1998 SRF Project Priority List.

WHEREAS:

1. The Division of Clean Water Programs (Division) has developed the FFY 1998 SRF Loan Program Priority List based on Regional Board and public input consistent with the Federal Clean Water Act; and

2. The Regional Water Quality Control Boards have requested additions, and three reclamation projects that otherwise qualify for placement on the FFY 1998 Project Priority List were mistakenly removed from the FFY 1998 Project Priority List by the Division of Clean Water Programs.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board adopts the attached update to the FFY 1998 SRF Loan Program Project Priority List.
