SUBJECT: CONSIDERATION OF A RESOLUTION APPROVING THE WATER QUALITY MANAGEMENT ADMINISTRATION WORKPLAN AND AUTHORIZING THE EXECUTIVE DIRECTOR, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT THE CONTINUATION GRANT
DISCUSSION:

The State Water Resources Control Board (SWRCB) administers the Federal Clean Water Act Sections 205(j)(2) and 604(b) Water Quality Management Planning Program, and Section 314 Clean Lakes Program in California. Funding for the Water Quality Management Planning program administration is provided by the U.S. Environmental Protection Agency

(U.S. EPA) under a Continuation Grant from the federal appropriation. The term of the Continuation Grant coincides with the Federal Fiscal Year (FFY), October 1 through

September 30.

The Continuation Grant for FFY 1999 must be requested from U.S. EPA by February 1, 1998. It is projected that up to $355,601 will be required to fund the administrative activity associated with approximately 24 ongoing Clean Lakes and Sections 205(j)(2) and 604(b) projects (Phases VI through XI); approximately seven upcoming Phase XII projects; and follow-up work on the Tahoe Regional Planning Agency's and other areawide water quality management (208) plans. A workplan describing the program administration activity, including the proposed budget, is attached and will accompany the Program Administration Continuation Grant request.

POLICY ISSUE:

Should the SWRCB adopt a resolution:

1. Approving the SWRCB's FFY 1999 Water Quality Management Planning Program

Administration Workplan.

2. Authorizing the Executive Director, or his designee, to apply for the Water Quality Management Planning Program Administration Continuation Grant in an amount not to exceed $355,601 and to accept the grant when offered?

FISCAL IMPACT: The funding for this Continuation Grant will come from the FFY 1998, Section 604(b) allocation. This grant request proposal is fully federally reimbursable and does not impact the SWRCB's General- or Bond-funded resources. The acceptance of the grant will not exceed the Water Quality Management Planning Program budget authority.

That the SWRCB adopt a resolution:

1. Approving the SWRCB's FFY 1999 Water Quality Management Planning Program Administration Workplan.

2. Authorizing the Executive Director, or his designee, to apply for the Water Quality Management Planning Program Administration Continuation Grant in an amount not to exceed $355,601 and to accept the grant and subsequent amendments.

APPROVING THE WATER QUALITY MANAGEMENT ADMINISTRATION WORKPLAN AND AUTHORIZING THE EXECUTIVE DIRECTOR, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT THE CONTINUATION GRANT

WHEREAS:

1. The State Water Resources Control Board (SWRCB) administers the Federal Clean Water Act Sections 205(j)(2) and 604(b) Water Quality Management Planning Program, and Section 314 Clean Lakes Program in California.
2. The SWRCB's Water Quality Management Planning and Clean Lakes Program Administration activity is funded under an annually renewable Continuation Grant from the overall Section 604(b) allocation awarded to the State by the U.S. Environmental Protection Agency.
3. The SWRCB must request the Continuation Grant for Federal Fiscal Year (FFY) 1999 by February 1, 1998.

THEREFORE BE IT RESOLVED THAT:

The SWRCB:

1. Approves the SWRCB's FFY 1999 Water Quality Management Planning Program Administration Workplan.
2. Authorizes the Executive Director, or his designee, to apply for the Water Quality Management Planning Program Administration Continuation Grant in an amount not to exceed $355,601 and to accept the grant and subsequent amendments.
