SUBJECT: AUTHORIZATION TO THE EXECUTIVE DIRECTOR TO NEGOTIATE, EXECUTE AND AMEND IF NECESSARY AN INTERAGENCY AGREEMENT WITH THE SACRAMENTO REGIONAL COUNTY SANITATION DISTRICT TO SUPPORT THE CENTRAL VALLEY RWQCB WATERSHED MANAGEMENT ACTIVITIES IN THE SACRAMENTO RIVER WATERSHED

DISCUSSION: This agenda item proposes to negotiate, execute, and amend if necessary, a contract for an amount that totals more than $200,000 and therefore requires Board action. The CVRWQCB staff will implement the watershed management contract with the Sacramento Regional County Sanitation District to provide watershed management and monitoring services from 1 April 1998 through 31 March 2001.

An interagency agreement with the Sacramento Regional County Sanitation District for the contract dollar amount of $489,000 is needed to carry out additional watershed management and monitoring activities in the Sacramento River Watershed. This $489,000 is being provided by the Sacramento Regional County Sanitation District from a US EPA grant to the District..

POLICY ISSUE: Should the SWRCB authorize the Executive Director, or his designee, to execute an interagency agreement with the Sacramento Regional County Sanitation District.

FISCAL IMPACT: The proposal would provide contract funds for watershed management and monitoring services within the Sacramento River Watershed

RESOLUTION NO. 98-

AUTHORIZATION TO THE EXECUTIVE DIRECTOR TO NEGOTIATE, EXECUTE, AND AMEND IF NECESSARY AN INTERAGENCY AGREEMENT WITH THE SACRAMENTO REGIONAL COUNTY SANITATION DISTRICT TO SUPPORT THE CENTRAL VALLEY RWQCB WATERSHED MANAGEMENT ACTIVITIES IN THE SACRAMENTO RIVER WATERSHED

WHEREAS:

1. The Sacramento River Watershed is one of the most important watersheds in the state.

2. The Central Valley RWQCB has been actively working with stakeholders to develop a watershed water quality management plan.

3. In order to continue these activities, additional funding is necessary. These funds are available from the Sacramento Regional County Sanitation District, and can be allocated to the CVRWQCB through an interagency agreement.

4. The interagency agreement will be a three year task order contract beginning April 1, 1998 and terminating March 31, 2001.

5. The interagency agreement will provide the funding for CVRWQCB staff to carry out additional watershed management and monitoring activities in the Sacramento River Watershed.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board authorizes the Executive Director or his designee to negotiate, execute and amend, if necessary, an interagency agreement with the Sacramento Regional County Sanitation District for $489,000. to support additional watershed management and monitoring activities.
