ITEM 4: AUTHORIZATION TO AMEND THE CONTRACT WITH THE CITY OF SAN DIEGO TO EXTEND THE TIME FOR COMPLETION TO DECEMBER 31, 2000
DISCUSSION: The State Budget Act of 1984, as amended by AB 3544, appropriated $5,365,000 for local assistance to plan, design, and construct a treatment facility to handle untreated sewage entering into California from Tijuana, Mexico. The City of San Diego and the State Water Resources Control Board (SWRCB) entered into a contract for the City to participate in the planning, design and construction of facilities for treatment of wastewater flowing into California from Mexico. The contract expires December 31, 1998. To date, approximately $4,300,000 of the contract has been expended by the City. An extension to the contract for two years will be necessary to expend the remaining dollars
The objective of the extension is to continue providing funds through the City to assist in the planning, design, and construction of federal water pollution control projects to abate sewage flows from the Tijuana River. The projects are currently in the design and construction phase. The planning for these projects has been time consuming because their complexity and multiagency/international involvement.
POLICY ISSUE: Should the SWRCB Executive Director be authorized to amend the contract with the City of San Diego to extend the time for completion to December 31, 2000?
FISCAL IMPACT: No impact.

STAFF RECOMMENDATION: That the SWRCB amend the City of San Diego contract to extend the time for two years to December 31, 2000.

RESOLUTION NO. 98-
AUTHORIZATION TO AMEND THE CONTRACT BETWEEN THE STATE WATER RESOURCES CONTROL
BOARD AND THE CITY OF SAN DIEGO
WHEREAS:
1. The State Budget Act of 1984, as amended by AB 3544, appropriated $5,365,000 for local assistance to plan, design, and construct a treatment facility to handle untreated sewage entering California from Tijuana, Mexico;
2. The City of San Diego and the State Water Resources Control Board have entered into a contract for the City to participate in the planning, design, and construction of facilities for treatment of wastewater flowing into California from Tijuana, Mexico.
THEREFORE BE IT RESOLVED THAT:
The State Water Resources Control Board hereby authorize the Executive Director to amend the contract with the City of San Diego to extend the time for completion to December 31, 2000 for the San Diego/Tijuana Border water quality problems.
