SUBJECT: PROPOSED INTERAGENCY
AGREEMENT TO PROVIDE FUNDING SUPPORT FOR THE OFFICE OF THE SECRETARY FOR
ENVIRONMENTAL PROTECTION.
DISCUSSION: Each fiscal year,
the Board enters into an interagency agreement with the Office of the Secretary
for Environmental Protection to provide partial funding for California
Environmental Protection Agency (Cal/EPA) staffing and operating costs. This
agreement implements the funding authorized in the 2000 Budget Act. The Budget
Act appropriation reflects a "pro rata" approach by assigning each
Cal/EPA Board, Department or Office (BDO) a proportionate share of Cal/EPA
support as determined by the number of staff in each BDO.
POLICY ISSUE: None.
FISCAL IMPACT: Funds are
available for support of this interagency agreement, which totaled $794,000 in
FY 1999-00. With the anticipated
increase in staffing levels in FY 2000-01, this cost may increase.
RWQCB IMPACT: None.
STAFF RECOMMENDATION: That
the Board adopt a resolution authorizing the Executive Director, or his
designee, to negotiate and execute an interagency agreement with the Office of
the Secretary for Environmental Protection to provide funding for support of
Cal/EPA activities in the amount not to exceed $800,000.

AUTHORIZING NEGOTIATION AND EXECUTION OF AN
INTERAGENCY AGREEMENT BETWEEN THE STATE WATER RESOURCES CONTROL BOARD AND THE
OFFICE OF THE SECRETARY FOR ENVIRONMENTAL PROTECTION TO PROVIDE FUNDING FOR
SUPPORT OF CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY ACTIVITIES FOR FY 2000-01
WHEREAS:
1. The 2000
Budget Act authorized funding on a "pro-rata" basis from each Cal/EPA
Board, Department or Office to provide funding for support of California Environmental
Protection Agency activities for FY 2000-01.
2. The Board is one of the organizations under Cal/EPA.
3. Each fiscal
year the Board enters into an interagency agreement with the Office of the
Secretary for Environmental Protection to Provide funding for Cal/EPA staffing
and operating costs.
THEREFORE BE IT RESOLVED:
That the State Water Board
authorizes the Executive Director or his designee to negotiate and execute an
interagency agreement with the Office of the Secretary for Environmental Protection
to provide funding for support of Cal/EPA activities in an amount not to
$800,000.
