SUBJECT:
CONSIDERATION OF A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE AND EXECUTE A CONSOLIDATED LABORATORY ANALYTICAL SERVICES AGREEMENT
WITH THE DEPARTMENT OF HEALTH SERVICES (DHS) FOR FISCAL YEAR (FY) 2000-01
DISCUSSION:
The Regional Water Quality Control Boards (RWQCBs) use the services of outside laboratories to supplement their own capabilities for analysis of water quality samples.� Samples are taken by the RWQCBs for a variety of reasons, including compliance monitoring, enforcement actions, special water quality studies, and update of basin plans.� The DHS has performed some of the required analyses for the RWQCBs under interagency agreement since 1976.� It is proposed to continue this arrangement for the Los Angeles Regional Water Quality Control Board (LARWQCB) and the Colorado River Basin Regional Water Quality Control Board (CRBRWQCB) in FY 2000-01.� The proposed amount for the LARWQCB would be $200,000; the proposed amount for the CRBRWQCB would be $74,557.
POLICY ISSUE:
Should the SWRCB
authorize the Executive Director or his designee to negotiate and execute a
consolidated laboratory analytical services agreement with DHS in an amount not
to exceed $274,557 to provide laboratory analytical services for the LARWQCB
and CRBRWQCB?
The
Regional Boards will work with the Budget Office to ensure that there is
adequate contract authority.
RWQCB IMPACT:
Yes.� CRBRWQCB and LARWQCB.
STAFF RECOMMENDATION:
That the SWRCB authorize
the Executive Director or his designee to negotiate and execute a consolidated laboratory
analytical services agreement with DHS in an amount not to exceed $274,557 to
provide laboratory analytical services for the LARWQCB and CRBRWQCB.

WHEREAS:
1.� The Los Angeles Regional Water Quality Control Board and the Colorado River Basin Regional Water Quality Control Board have a need for laboratory analyses of water quality samples to be taken at various locations in FY 2000-01 to support regulatory and basin planning activities and special projects.�
2.� The DHS, which has provided laboratory analytical services since 1976, has agreed to provide the requested additional services in FY 2000-01.
THEREFORE
BE IT RESOLVED THAT:
The SWRCB authorize the Executive Director or his designee to negotiate and execute a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB.
