WATER QUALITY PETITION
13. In the Matter of the
Petition of Larry and Pamela Canchola for Review of Water Code Section 13267
Request Regarding MTBE Investigation of Charnock Sub-Basin, by the California
Regional Water Quality Control Board, Los Angeles Region. SWRCB/OCC File A-1554. (The Board will consider whether to adopt the proposed order approving
the Petition in part and remanding the request to the Regional Board.)

**1. Consideration of the
Adoption of Regulations Setting Fees for the Wastewater
Treatment Plant Classification and Operator Certification Program. (The Board will consider whether to adopt the proposed regulations.)

**2. Consideration
of Adoption of the Revised Appendix to the Conflict of Interest Code. (The Board will consider whether to adopt a revised appendix to
the State Board Conflict of Interest Code.)

**3. Consideration
of a Resolution Authorizing Approval of an Interagency Agreement Between the
State Water Resources Control Board (SWRCB) and the State Board of Equalization
(BOE) To Bill and Collect Water Right Fees and Expenses. (The Board will consider whether to adopt the
proposed resolution.)
WATER
QUALITY
**4. Consideration
of a Resolution Adopting Regulations Regarding Red Tags for Underground Storage
Tanks. (The Board will consider
whether to adopt the proposed resolution.)
**5. Consideration of a Resolution Approving an Amendment
to the Water Quality Control Plan for the Los Angeles Region to Suspend the
Recreational Beneficial Uses in Engineered Channels During Unsafe Wet Weather
Conditions. (The Board will consider whether to approve the proposed
amendment.)
**6. Consideration of a Resolution Approving an Amendment
to the Water Quality Control Plan for the Los Angeles Region Incorporating
a Total Maximum Daily Load for Bacteria at Marina Del Rey Harbor Mothers’
Beach And Back Basins. (The Board will consider whether
to approve the proposed amendment.)
**7. Consideration
of a Resolution Approving an Amendment to the Water Quality Control Plan for
the Los Angeles Region Incorporating a Total Maximum Daily Load for Nitrogen
Compounds in the Santa Clara River.
(The Board will consider whether
to approve the proposed amendment.)
**8. Consideration of a Resolution Approving an
Amendment to the Water Quality Control Plan for the Los Angeles Region Incorporating
a Total Maximum Daily Load for Nitrogen Compounds and Related Effects in the
Los Angeles River and its Tributaries.
(The Board will consider whether
to approve the proposed amendment.)
**9. Consideration
of an Order Adopting Statewide General Waste Discharge Requirements for Dredged
or Fill Discharges That Have Received State Water Quality Certification (General
WDRs). (The Board will consider whether
to adopt the order.)
**10. Consideration of a Resolution
Adopting Regulations That Require Certification for Underground Storage Tank
Operators, Installers, Service Technicians, and Inspectors.
(The Board
will consider whether to adopt the proposed resolution.)
WATER QUALITY PETITIONS
**11. In
the Matter of the Petition of City of Davis for Review of Waste Discharge Requirements Order No. 5‑01-067 for City of Davis
Wastewater Treatment Plant, Issued by the California Regional Water
Quality Control Board, Central Valley
Region. SWRCB/OCC File A-1374. (The Board will consider whether to adopt the proposed order approving
a stipulation to remand the matter to the Regional Board.) (Note: Board
Member Carlton will not be
participating in this matter.)
**12. In
the Matter of the Petitions of Camarillo Sanitary District, City of Thousand
Oaks, and the City of Simi Valley (For a Stay of Chloride Effluent Limitations
in Permits and Provisions Pertaining to Chloride Limits in Time Schedule Orders)
Los Angeles Region. SWRCB/OCC Files A-1577, A-1578 & A-1579.
Consolidated. (The
Board will consider whether to approve the proposed order approving the “Stipulation
for Further Order Issuing Stay” dated October 10, 2003.)
(NOTE: Closed Sessions are not
open to the public)
The Board will be meeting in closed session to deliberate on a proposed
order prepared after a hearing on Administrative Civil Liability complaints for
violations of Licenses 13444 and 13274 of Lloyd L. Phelps, Jr.; License 13194
of
Joey P. Ratto, Jr.; and License 13315 of Ronald D. Conn and Ron Silva, et al.
The
Board will be meeting in closed session to deliberate on a proposed order
prepared after a hearing on petitions for change and extension of time filed by
South Feather Water and Power Agency (formerly Oroville-Wyandotte Irrigation
District) and Yuba County Water District on Permits 1267, 1268, 1271, 2492,
11516 and 11518 (Applications 1651, 2142, 2979, 2778, 13957 and 14113). The
permits authorize diversion from Lost Creek, Sly Creek, South Fork Feather
River and Slate Creek in Butte and Yuba Counties.
LITIGATION (This closed session is authorized under Government
Code section 11126(e)(1).)
The
Board will be meeting in closed session to discuss ongoing litigation in the
case of El Dorado Irrigation
District v. SWRCB (Sacramento
County Superior Court, No. 01CS01319).
