FORUM
John Merchant, addressed the Board regarding clarifying
monitoring requirements for loans.
Bruce Kendall addressed the Board regarding treatment applications for
spas.
Joel Berg and Mary Ann Dickinson addressed the Board on
the status of memorandum of understanding regarding water conservation, the
Conservation Council's role in the CalFed
Program and submitted their April 1999 BMP 5 report.
CONCENTRATED
ANIMAL FEEDING OPERATIONS
1. Continuation
of Hearing Regarding Amending Santa Ana Regional Board Cease and Desist Order
No. 99-65 For Concentrated Animal Feeding Operations.
The Chairman called the hearing to order at 9:27
a.m. This hearing was continued from January
20.
No staff presentation was made.
Rick Ruiz, Thomas McPeters and Jerry
Thibeault addressed the Board.
The Chairman closed the hearing at 9:38 a.m. and called
the Board meeting to order. The
proposed order before the Board would amend the Regional Board's Cease and
Desist Order No. 99-65: Revised
Attachment A by removing Peter Albers from the list; new Attachments B, C and D
which list all dischargers who shall develop and implement an acceptable EWMP
and achieve compliance with Discharge Specification A.2 in accordance with the
time schedules specified in those attachments.
All other provisions of Cease and Desist Order No. 99-65 would remain
unchanged.
Motion: Adopt the
proposed order amending Regional Board Cease and Desist Order No. 99-65.
