Regional Board Conclusion:	This pollutant is being considered for placement on the CWA section 303(d) List under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status. Two lines of evidence are available in the administrative record to assess this pollutant for Cold Freshwater Habitat (COLD) and Municipal and Domestic Supply (MUN). Five of the five samples, reported as a total concentration, exceed the guideline for COLD. Two of two samples, reported as a dissolved concentration, exceed the water quality objective for MUN. The Basin Plan establishes an appropriate method for assessing data according to secondary MCLs, which includes evaluating whole water concentrations after a sample is filtered. In the absence of results from properly filtered samples, only the dissolved fraction will be used to determine impairment until this method is fully implemented. Whole water concentrations, or data with an unreported fraction, were not considered in this assessment. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Five of the five samples, reported as a total concentration, exceed the guideline for COLD. Two of two samples, reported as a dissolved concentration, exceed the water quality objective for MUN. This exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Conclusion:	This pollutant is being considered for placement on the Clean Water Act (CWA) section 303(d) List under section 3.2 of the Listing Policy. A total of four lines of evidence are available in the administrative record to assess this pollutant. Sample and exceedance counts for the lines of evidence with the fraction identified as ''dissolved'', ''none'', ''not recorded'', or ''total'' are grouped together based on the analytical method used. A total of 15 of 39 samples exceed the water quality objective for the cold freshwater habitat beneficial use and 15 of 39 samples exceed the water quality objective for the fish spawning beneficial use.
