Regional Board Conclusion:	During 2024 cycle, the 1988 National Recommended Water Quality Criteria used to assess aluminum data was replaced with U.S. EPA’s 2018 Final Recommended Aquatic Life Criteria for Aluminum in Freshwater. This pollutant is being considered for placement on the CWA section 303(d) List under sections 3.1 and 3.11 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status. Three lines of evidence are available in the administrative record to assess this pollutant. Four of 5 samples (total) exceed the criteria for WARM. Two of 5 samples (dissolved) exceed the criteria for WARM. One of 2 samples exceed the objective for MUN. These sampling locations did not have site specific pH data associated with them to complete the calculation of the aluminum criteria. When pH data were not available, the median pH value for the ecoregion, a pH value from a comparable waterbody, or a pH value from a local study in the same waterbody was used as a comparable surrogate. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3.Four of 5 samples (total) exceed the criteria for WARM. Two of 5 samples (dissolved) exceed the criteria for WARM. This exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. However, as pH data were not available, and the median pH value for the ecoregion, a pH value from a comparable waterbody, or a pH value from a local study in the same waterbody was used as a comparable surrogate, section 3.11 will be used as the basis for listing. 4. Regional Board Conclusion:	This pollutant is being considered for placement on the CWA section 303(d) List under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status. During the 2024 Cycle LOEs were updated due to a reassessment of data based on the Central Valley Water Board CV-SALTS Secondary MCL Policy. Three lines of evidence are available in the administrative record to assess this pollutant. Four of 5 samples (total) exceed the criteria for COLD. One of 2 samples (dissolved) exceed the criteria for COLD. Zero of 5 samples exceed the objective for MUN. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2.
