On 28 October 2025, the Dischargers accepted the offer to participate in the Expedited Payment Letter (EPL) program related to Administrative Civil Liability R5-2025-0504 for the assessment of Mandatory Minimum Penalties. The EPL was issued by the Assistant Executive Officer on 30 September 2025. Any person wishing to comment on this matter may submit written comments to the Central Valley Regional Water Quality Control Board at 11020 Sun Center Drive, Suite 200, Rancho Cordova, CA 95670.
