City of Salinas Municipal Separate Storm Sewer System (MS4)
The federal Clean Water Act (CWA) was amended in 1987 to address urban stormwater runoff pollution of the nation’s waters. In 1990, U.S. EPA promulgated rules establishing Phase 1 of the National Pollutant Discharge Elimination System (NPDES) stormwater program. The Phase 1 program for MS4s requires operators serving populations of 100,000 or greater to implement a stormwater management program as a means to control polluted discharges from these MS4s.
The Central Coast Region has one Phase I MS4, the City of Salinas. An individual NPDES permit regulates the discharge of stormwater from the City of Salinas.
Salinas Phase I Municipal Stormwater Permit Order No. R3-2019-0073
The Central Coast Water Board renewed the Salinas Phase I Municipal Stormwater Permit on September 20, 2019. The renewed permit became effective on October 1, 2019.
