Board Members

Jeff Loux of the town of Truckee, was Town Manager of the Town of Truckee from 2017 to 2021. He held several roles at the University of California, Davis from 2000 to 2016, including Associate Dean and Department Chair in the School of Continuing and Professional Education and Adjunct Associate Professor in the Department of Environmental Design. Loux was a Mediator of water resources disputes at the Center for Collaborative Policy at California State University, Sacramento from 2000 to 2009. He was a Consultant with MIG Inc. from 1998 to 2000. Mr. Loux earned a Doctor of Philosophy degree in Environmental Planning from the University of California, Berkeley, a Master of Science degree in Geography from the University of California, Los Angeles and a Bachelor of Arts degree in Environmental Studies and Geography from the University of California, Santa Barbara.

Robert Pearce, of Chalfant, has been appointed to the Lahontan Regional Water Quality Control Board. Pearce held several roles at the Natural Resources Conservation Service from 2003 to 2022, including District Conservationist and Acting State Rangeland Management Specialist. He was a Plant Ecologist at Pacifica Services Inc. from 2001 to 2002. Pearce was an Ecologist at Resource Concepts Inc. from 1998 to 2001. He earned a Doctor of Philosophy degree in Rangeland Ecosystem Science from Colorado State University, a Master of Science degree in Rangeland Science from Texas A&M University and a Bachelor of Science degree in Agriculture Management from California Polytechnic State University, San Luis Obispo.

Ms. Kimberly Cox, of Helendale, has been a resident of the High Desert (San Bernardino County) since 1985 and was appointed to the Lahontan Regional Water Quality Control Board in July 2013. Dr. Cox is a Board member at the Mojave Water Agency, has been a State Water Contractor since 2003, and is known as an expert in water management. Currently, Dr. Cox serves as the General Manager for the Helendale Community Services District, a position she has held since 2007. She previously worked in city and federal government and is adjunct faculty at a university. Additionally, Dr. Cox has served on the San Bernardino County Local Agency Formation Commission (LAFCO) representing special districts since 2004. She also represents special districts serving on the San Bernardino County Solid Waste Task Force. She holds a Bachelor of Science degree in Business Management and a master’s degree in Public Administration with an emphasis in Water Resource Management and a Doctorate in Public Administration.

Rick Dever, of Crestline has been a General Manager of the Crestline Sanitation District since 2017. He was Operations Manager at Crestline Sanitation District from 2013-2017. Dever was Operations Foreman at the Lake Arrowhead Community Services District from 1986 to 2013.

Edwin Alonzo, of Victorville, has been a Public Works Inspector at the City of Jurupa Valley, an Environmental Specialist at Walt Disney Imagineers and an Environmental Programs Coordinator at the Town of Apple Valley. Edwin served in the Marine Corps as a Nuclear, Biological, & Chemical Defense Specialist.

Dr. Henderson is the Owner and Founder of Hawks Peak Strategies, a consulting and strategy firm focused on energy affordability, utility regulatory proceedings, and income-qualified customer research, supporting utilities and consumer advocates in advancing a cleaner, more equitable energy future. Prior to founding Hawks Peak Strategies, she held multiple positions in energy strategy and consulting, including Head of Market Strategy at Resource Innovations, Chief Strategy Officer at See Change Institute, and several roles at ILLUME Advising, LLC (Senior Managing Consultant, Managing Consultant, and Project Manager). She has also held teaching appointments at the University of Nevada, Reno and Touro University, California. Earlier in her career, she worked at Brown University in clinical research and public health infrastructure, building capacity for health research and improving healthcare provision.Dr. Henderson brings a distinctive public service perspective to her Board role. She was first elected to the Truckee Town Council in 2020, was immediately nominated Vice Mayor, and went on to serve as Mayor in 2022; she currently serves as Vice Mayor. She is also a member of the Nevada County Local Agency Formation Commission (LAFCO). Dr. Henderson holds a Doctor of Public Health from the University of California, Berkeley, where she also served as a Graduate Student Instructor, a Master of Public Health from Brown University, and a Bachelor of Science in Biology and Nutrition from Cornell University. She lives in Truckee, California, where she previously raced mountain bikes at the pro level, and continues to be an avid outdoor adventurer and mother to a thrill-seeking nine-year-old son.
