CALTRANS Sheep Creek Cleanup and Abatement Order
Overview
On August 16, 2016, the California Regional Water Quality Control Board, Lahontan Region (Water Board) issued Cleanup and Abatement Order (CAO) No. R6V-2016-0046 to the California Department of Transportation (Caltrans) for unauthorized discharges of waste to waters of the state from Phase I of the California Highway 138 Widening Project at Sheep Creek. The activities conducted at Sheep Creek, a water of the state, were undertaken without first obtaining individual Waste Discharge Requirements.
The CAO requires Caltrans to immediately implement best management practices intended to prevent
discharges and threatened discharges of sediment, sediment-laden storm water, and other construction-related pollutants to waters of the state. The CAO also establishes a schedule for submitting and implementing a Compensatory Mitigation Plan to address the project's permanent impacts to waters of the state.
