  • Settlement Offer No. R9-2024-0185. On December 9, 2024, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) issued Settlement Offer R9-2024-0185 to the City of San Diego (Discharger) to address mandatory minimum penalties associated with violations of Order R9-2024-0013, National Pollutant Discharge Elimination System (NPDES) No. CAG919003 General Waste Discharge Requirements for Groundwater Extraction Discharges to Surface Waters within the San Diego Region. On December 24, 2024, the Discharger accepted Settlement Offer No. R9-2024-0185 and waived its right to a hearing.
