Notice of Written Comment Period for Tentative Order No. R9-2026-0044. On March 17, 2026, the California Regional Water Quality Control Board, San Diego Region’s Prosecution Team (Prosecution Team) issued an Offer to Settle Administrative Civil Liability (Tentative Order) to the City of Coronado (City) to settle administrative civil liability associated with two sanitary sewer spills from the City’s sanitary sewer system. The City’s failure to prevent the spills were in violation of the discharge prohibitions of State Water Resources Control Board (State Water Board) Water Quality Order No. 2022-0103-DWQ, Statewide Waste Discharge Requirements General Order for Sanitary Sewer Systems and San Diego Water Board Order No. R9-2007-0005, Waste Discharge Requirements for Sewage Collection Agencies in the San Diego Region. The first spill occurred on July 1, 2025, resulting in a discharge of 1,273 gallons of untreated sewage to San Diego Bay (Coronado Cays Spill). The second spill occurred on October 20, 2025, resulting in a discharge of 2,170 gallons of untreated sewage to the Pacific Ocean (North Beach Spill). On April 16, 2026, the City accepted the Prosecution Team’s offer and waived its right to a hearing. On March 18, 2026, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2026-0012, Waste Discharge Requirements for CR Questhaven, LLC, Questhaven Tentative Map Project (Tentative Order) for public review and comment. The Tentative Order and Notice of Public Written Comment Period, which contains instructions on how to submit written comments, are available using the links below.
