San Diego Region - Public Notices for Section 401 Water Quality Certifications

Public Notices

The San Diego Regional Water Quality Control Board is currently reviewing applications for water quality certification under Section 401 of the Clean Water Act for the following projects.  State regulations require that these applications are publicly noticed for a minimum of twenty-one (21) days prior to the San Diego Water Board taking an action.

We encourage public comments on the proposed work which will be considered in the decision on certification. You may submit comments by email, mail, or fax to the San Diego Water Board. Please include the Project Name and Place ID Number in the subject line of your correspondence and deliver to:

EA 43031 State Route 67 Drainage Rehabilitation Project
Applicant: California Department of Transportation – District 11

The applicant proposes to replace or repair 33 culverts on SR-67 from post-mile (PM) R4.1 to PM 15.9. Thirteen of these culverts are within jurisdictional Waters of the United States and/or State. Seven of the culverts will be replaced in place with a reinforced concrete pipe, one culvert will be replaced in place with a reinforced concrete box, and five culverts will be repaired via invert paving. The Project is located in the unincorporated community of Lakeside, San Diego County, CA.

Riverview Parkway Project
Applicant: Grande Menlo Park, LLC

The Applicant proposes to grade and construct a mixed-use development and a public street extension to connect the eastern and western sections of Riverview Parkway, remove the existing soil stockpile and temporary detention basin, modify existing storm drains, install one double and one triple box culverts within Las Colinas Channel, realign and recontour Las Colinas Channel to improve the storm water conveyance capacity and provide alternative compliance for storm water treatment through native revegetation of the waterway. The Project is located in the City of Santee, San Diego County, CA.
