The California Environmental Laboratory Accreditation Program (ELAP) team is excited to host the fifth annual ELAP Conference to be held May 27-May 28, 2025! Join us virtually, each day from 9 am – 12 pm.

Registration and Viewing Options
The conference will be live-streamed and available for anyone to attend, but only those who register, will be able to actively participate. In addition, a recording of the conference will be available to view on the ELAP YouTube channel, following the event.

Meet the 2025 ELAP Conference Steering Committee

Surjit Saini – Valley Water

Surjit Saini is the Lab Manager at Valley Water, a primary wholesale water supplier in Santa Clara County dedicated to assuring a reliable supply of healthy, clean drinking water. She has previously held positions in environmental testing in roles of Quality Assurance Officer, Project Chemist, Environmental Scientist, Auditor, and Data Validator. With a combined experience of over 30 years working for both privately held laboratories and drinking water public utilities, she has hands-on experience with a variety of sophisticated laboratory equipment and is well-versed in implementing quality assurance programs. In her professional journey she has built efficiencies through the use of modern technologies for document control and distribution, managing field sampling and testing, laboratory procurement and audits, data management, safety inspections, change management, and business continuity planning.

Ms. Saini has a master’s in chemistry and bachelor’s in chemistry, physics, and math and also holds Project Management Professional (PMP) certification. She currently serves as the vice-chair of CA-NV AWWA Water Quality Analysis Committee.

Kenneth Brown

Kenneth Brown – City of Escondido

Kenneth has over 35 years of laboratory experience in the water utilities / environmental laboratory industries in both public and private sector, and has been with the City of Escondido for over 20 years, currently serving as the Laboratory Quality Assurance Officer. Prior to working for the City of Escondido, Kenneth worked briefly in a TNI-compliant environmental contract laboratory. Previous job titles held over the past 35 years include Lab Tech, Chemist, and Metals Lab Supervisor.

Kenneth received an undergraduate B.S. degree in Biochemistry from a small technical college in Philadelphia, PA, a master’s degree in public administration (MPA) with a specialization in organizational leadership from National University, a M.A. in Philosophy from Walden University, and is currently a Public Policy and Administration PhD candidate at Walden University. Kenneth holds active memberships with CWEA and TNI, serving on the CWEA Lab Committee and is the chair of TNI’s Credentials Committee. Past affiliations are with the American Society for Public Administration (ASPA) and AWWA.

Kenneth was awarded the 2017 CWEA San Diego section Laboratory Person of the Year and placed 3rd in the 2017 CWEA Laboratory Person of the Year. Kenneth conducted presentations on implementing the TNI Standard and Corrective Actions at Tri-State Conference, the TNI Forum on Environmental Accreditation, and CWEA Annual Conference.

Chris Park

Chris Park – LADWP

Chris Park has a bachelor’s degree in chemistry from Cal Poly Pomona. Upon graduating, he worked in a private water laboratory testing for inorganic contaminants for ten years. Afterwards, he spent a year testing VOCs in air samples at an air quality management district. He then went on to work at the Los Angeles Department of Water and Power as a Chemist in the Water Quality Division. He has been there for over five years.
