Proposition 50 Funding for Public Water Systems
Proposition 50 (PDF), The Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002, Water Code Section 79500, et seq., was passed by California voters in the November 2002 general election. Assembly Bill 1747 (PDF) was signed into law in August 2003, and took effect immediately, clarifying some of the Proposition 50 requirements. Here's a summary of the Department of Public Health’s Drinking Water Program’s (DWP, now the Division of Drinking Water in SWRCB) Proposition 50 Grant Programs (PDF). DWP’s responsibility is for Chapter 3 (Water Security) and Chapter 4 (Safe Drinking Water) and for sections (b) and (c) of Chapter 6, which deal with treatment technology, through an interagency agreement with the Department of Water Resources.

- IMPORTANT NOTICE on Labor Compliance Requirements Effective January 1, 2012, there are important and substantial labor compliance and monitoring requirements applicable to Proposition 50 (Prop 50) and Safe Drinking Water State Revolving Fund (SRF) funded projects. If you have not awarded the construction contract for your Prop 50 or SRF funded project, prior to January 1, 2012, the new requirements apply to your project; and you must contact Department of Industrial Relations (DIR) in advance of awarding a contract for the project construction. DIR has further information on how to comply with the new labor compliance and monitoring requirements. For more information and any questions you have regarding labor compliance and monitoring, please contact DIR at CMU@dir.ca.gov or go to DIR's LCPs website at http://www.dir.ca.gov/lcp.asp If your project is Proposition 84 funded, the above notice does not apply to your project.

NOTE: Regarding funding restrictions for Proposition 50, preliminary costs are handled in the following manner: From October 28, 2003 to March 5, 2005, preliminary costs are eligible to be counted as matching funds and are not reimbursable. Starting March 6, 2005, preliminary costs are eligible for reimbursement. No claims for reimbursement can be submitted until the applicant has a funding agreement for the project.
