The San Francisco Bay Regional Water Quality Control Board (Water Board) requests public comments on many types of draft documents: Basin Plan amendments, adoption of TMDLs (Total Maximum Daily Loads), NPDES permits, Waste Discharge Requirements, Site Cleanup Requirements, Enforcement Orders, California Environmental Quality Act documents and more. Board Meetings

Basin Planning and TMDLs

At its December 11, 2024, meeting, the Water Board will consider a resolution approving the 2024 Triennial Review of the Basin Plan and associated list of Basin Plan projects. The final Staff Report, which is now available for public review and comment, contains the final list of priority projects and explains the process used to rank and select the priority projects. The purpose of the Triennial Review is to examine and update the focus of Water Board basin planning efforts.

Written comments on the staff report and prioritized list of Basin Plan projects must be received by the Regional Board no later than 5:00 pm on October 14, 2024. The public notice providing more information about the board hearing as well as the staff report and final list of priority projects are available below. The USACE and the San Francisco Bay Regional Water Quality Control Board (Regional Water Board) have prepared a Draft Environmental Assessment (EA)/ Environmental Impact Report (EIR) to address the potential environmental effects of the maintenance dredging of federal aquatic navigation channels in San Francisco Bay and the associated placement of dredged materials for dredging years 2025 to 2034. The USACE proposes to continue maintenance dredging of the federal navigation channels in San Francisco Bay to maintain the navigability of the channels. The Regional Water Board will consider USACE’s application for a Clean Water Act Section 401 water quality certification and waste discharge requirements for USACE’s continued maintenance dredging operations.

A comment period is established for this document, from October 31, 2024, to December 16, 2024. The Water Board will accept written comments on the Draft EA/EIR. Written comments must be received no later than 5:00 p.m. on December 16, 2024, to be considered. Please send all comments to:

A public meeting will be held to explain the proposed project and answer clarifying questions on the Draft EA/EIR. The Regional Water Board anticipates a public hearing on the Final EIR in summer/fall 2025.
