Waste Discharge Requirements

Notice is hereby given that the California Regional Water Quality Control Board, San Francisco Bay Region, (Water Board) will hold a public hearing to consider adoption of three tentative orders containing waste discharge requirements and a Clean Water Act section 401 water quality certification for Martin Marietta Marine Operations (Martin Marietta), Lind Marine Incorporated (Lind), and Suisun Associates (a joint venture of Martin Marietta and Lind) to continue sand mining over the next 10 years from several California State Lands Commission mineral extraction lease areas in Central San Francisco Bay and Suisun Bay, and from a private lease area adjacent to Middle Ground Island in Suisun Bay (Tentative Orders). The Tentative Orders will regulate hydraulic suction dredging to obtain commercial sand that is primarily used for construction activities within the greater San Francisco Bay area and the discharge of overflow (decant water) from the dredging operations.

SUBMISSION OF WRITTEN COMMENTS: All public written comments on the Tentative Orders must be received by the Regional Water Board staff contact no later than 5:00 p.m. on Thursday September 3, 2026. Late written comments will not be accepted. Written comments must be sent to the staff contact identified below, preferably by email:
