The San Francisco Regional Water Quality Control Board is currently reviewing an application for the following project for water quality certification under Section 401 of the Clean Water Act. Project Description:

The purpose of the project is to comply with the RWQCB Cleanup and Abatement Order #87-077.

The former West Winton Landfill (aka: All Cities Landfill ) project site is 165.89 acres and owned by the Alameda County Flood Control and Water Conservation District (District). The Landfill is located in the Flood Control District, Zone 2 at the western end of West Winton Ave, City of Hayward. In July of 1987, the Regional Water Quality Control Board (RWQCB) in accordance to Section 13304 of the California Water Code, issued a Cleanup and Abatement Order # 87-077 to 3 parties. The Cleanup and Abatement requires a closure plan and a soil acceptance plan (SAP) to guide the capping operations. The Closure and SAP plans have been already submitted to the RWQCB. As part of the capping process, the District is also required to provide drainage to the landfill, without water ponding on the landfill site.
