
California Water Accounting, Tracking, and Reporting System (CalWATRS)
CalWATRS is the state's new and improved water rights data system, replacing the legacy eWRIMS platform. With CalWATRS, water right holders now have a streamlined way to view all their water right records, file annual reports, and request water rights services.
What You Need to Know

Due to a high volume of requests, responses for CalWATRS assistance may take up to two weeks. We apologize for the delay and appreciate your patience. While you wait, we encourage you to visit the CalWATRS Resources webpage for materials that may help resolve your issue sooner. Guidance for how to create a CalWATRS account, migrate records, join an Organization, and file annual reports are available on the CalWATRS Resources webpage. Additional resources will regularly be added to this webpage. - PINs Have Been Mailed
To access your water right records in CalWATRS you need a personal identification number (PIN). The State Water Board mailed PINs to primary owners and agents of water rights in October and November 2025. If you do not receive a letter by the first week of December 2025, please email CalWATRS-help@waterboards.ca.gov. - Reporting Must Be Completed in CalWATRS - eWRIMS User IDs and Passwords Do Not Work in CalWATRS
Beginning this year, annual reports will be filed through CalWATRS. The previous platform, eWRIMS, is closed. CalWATRS accounts require a new username and password. Your eWRIMS username and password will not work in CalWATRS. - For Businesses or Government Agencies
If you are part of a business or government agency, you will be able to create an "organization" within CalWATRS. This feature allows multiple staff or representatives to create their own accounts that can access and manage the organization's water rights. Information about creating organizations in CalWATRS will be added soon.

November 5, 2025 – In-Person Workshop - Adin, CA
Hosted by the Cattlemen's Foundation, California Cattle Council, and the University for California Cooperative Extension, this in-person workshop featured CalWATRS demonstrations and individual support for water right holders.
November 6, 2025 – Virtual Webinar - Association of California Water Agencies (ACWA)

November 14, 2025 – In-Person Meeting - Salinas, CA
Hosted by the Monterey County Farm Bureau, this in-person meeting featured a presentation by the CalWATRS team and one-on-one assistance for water right holders navigating the new system. Open to the public and no registration required.
November 18, 2025 – In-Person Workshop - Point Reyes, CA
Hosted by the Mendocino County Russian River Flood Control District and Mendocino County Farm Bureau, this in-person meeting included a presentation by the CalWATRS team and one-on-one assistance for water right holders navigating the new system.
November 19, 2025 – In-Person Meeting - Ukiah, CA
Hosted by the Mendocino County Russian River Flood Control District and Mendocino County Farm Bureau, this in-person meeting included a presentation by the CalWATRS team and one-on-one assistance for water right holders navigating the new system.
November 19, 2025 – In-Person Meeting - Rohnert Park, CA
Hosted by the Sonoma County Farm Bureau, this in-person meeting included a presentation by the CalWATRS team and one-on-one assistance for water right holders navigating the new system.
December 3, 2025 – In-Person Office Hours - Modesto, CA
- Time: 10:00 AM - 2:00 PM
- Location: Stanislaus County Farm Bureau Boardroom at 1201 L. Street, Modesto, CA 95354
- Hosted by Stanislaus County Farm Bureau, these in-person office hours will include one-on-one assistance for water right holders navigating the new CalWATRS system.
