Semi-Annual Underground Storage Tank Program Report (Report 6)
The UPAs are required to submit the Report 6 to the State Water Resources Control Board biannually. As part of the Report 6, the UPAs provide the number of active and non-active petroleum and non-petroleum UST systems, the U.S. EPA TCR performance measures, red tag facilities, abandoned UST facilities, and facilities in temporary closure. State Water Board Evaluation staff review Report 6 as part of the CUPA evaluation process for accuracy of data provided, compare TCR with state averages, and ensure Report 6 submittals were provided to the State Water Board before the deadline.
Report 6 – Accuracy of Data Provided
The State Water Board reviews the UPA provided Report 6 for completeness and accuracy of:
- Existing facility count
- Number of petroleum USTs
- Number of USTs reclassified to ASTs
- Number of field constructed USTs
- Facilities inspected
- US EPA Technical Compliance Rate
- UST Compliance Performance Measures
- Red Tags issued
- Temporary closed USTs
- Abandoned USTs
A Report 6 with inaccurate data or incomplete data, or unanswered questions are returned to the UPA for revision.
For UPAs approved for paperless reporting, the UPA certifies that the Report 6 data in CERS is accurate for that reporting period with their paperless Report 6 submission. The State Water Board verifies the accuracy of paperless Report 6 forms by downloading and reviewing the following reports from CERS
- Inspection Summary Report (Report 6)
- Red Tag Facility Details Report
- UST Facility/Tank Data Report
The downloaded reports are saved with the retrieval date from CERS. Report 6 forms with unexplained discrepancies are returned to the UPA for correction and revision.
Revised Report 6 forms are due before the deadline. Late submissions and revisions are subject to findings during the evaluation.
Report 6 – Timeliness of Reporting
The State Water Board emails the Report 6 and associated instructions to each UPA approximately two months before the due date. The specific due date is provided in the initial Report 6 email for each reporting period. Reporting deadlines are reiterated in reminder emails sent to UPAs one month, one week, and a day before the due date. Evaluation staff will review the saved timestamped e-mails and late submittals will result in a finding in the evaluation report. Each year, the Report 6 due dates are:
- September 1 for the January 1 through June 30 reporting period
- March 1 for the July 1 through December 31 reporting period
