AB 599-Stakeholder Groups and Tasks
AB 599 mandated that the State Water Board work to assemble stakeholder groups by creating an Interagency Task Force (ITF) and convening a Public Advisory Committee (PAC).
Interagency Task Force (ITF)
The ITF was specified to consist of representatives from the following state agencies that have programs addressing groundwater:
- State Water Resources Control Board (SWRCB)
- Department of Water Resources (DWR)
- Department of Health Services (DHS-Division of Drinking Water transferred to the SWRCB)
- Department of Pesticide Regulation (DPR)
- Department of Toxic Substances Control (DTSC)
- Department of Food and Agriculture (CDFA)
Public Advisory Committee (PAC)
The PAC was specified to consist of representatives from a variety of stakeholders groups:
- Federal Agencies (2 representatives)
- Public Water Systems (2 representatives)
- Environmental Organizations (2 representatives)
- Business Community (2 representatives)
- Local Agency (one representative)
- Agriculture (2 representatives)
- Groundwater Management Entities (2 representatives)

AB 599 Tasks
In order to achieve the mandate of AB 599, collaboration between the State Water Board, ITF and PAC were essential to complete the following tasks:
- Integrate existing programs and data
- Design a program capable of assessing each subbasin
- Prioritize groundwater basins that supply drinking water
- Increase coordination among agencies
- Design a program database compatible with GeoTracker
- Estimate funding for the program
- Identify how to make monitoring information available to the public
- Prepare a report to the Governor and Legislature outlining the program
