GEARS Resources
GEARS (Groundwater Extraction Annual Reporting System) is an online platform for groundwater pumpers in unmanaged areas and probationary basins to report groundwater extraction reports to the State Water Resources Control Board.
Announcements
- Groundwater pumpers subject to reporting requirements in the Tulare Lake and Tule subbasins must submit their extraction reports on GEARS by May 1, 2026.
- Tulare Lake Subbasin: The Board has excluded groundwater pumpers who extract 20 acre-feet or less of groundwater cumulatively per year and do not export groundwater outside the Tulare Lake Subbasin from SGMA probationary reporting and fee requirements. For more information, see the Tulare Lake Minimal Impact Exclusion Frequently Asked Questions.
- If you qualify for this exclusion and received a letter, use the GEARS Wizard (on the GEARS homepage) to let the State Water Board know you are excluded.
- If you have already created an account in GEARS, please let the State Water Board know you qualify for the minimal impact exclusion by filling out the Minimal Impact Notification Form to ensure that you will not be invoiced or charged fees.
- Tule Subbasin: The Board has excluded from SGMA probationary reporting and fee requirements groundwater pumpers who extract 20 acre-feet or less of ground water cumulatively per year from the Tule subbasin if they also do not pump any amount of groundwater from wells within 2 miles of the Friant-Kern Canal. For more information, see the Tule Minimal Impact Exclusion Frequently Asked Questions.
- If you qualify for this exclusion and received a letter, use the GEARS Wizard (on the GEARS homepage) to let the State Water Board know you are excluded.
- If you have already created an account in GEARS, please let the State Water Board know you qualify for the minimal impact exclusion by filling out the Minimal Impact Notification Form to ensure that you will not be invoiced or charged fees.
