- Think Blue - The City of San Diego's Emmy award winning "Think Blue" program is a regional multi-year, bi-lingual public education and outreach campaign to educate City staff, residents and business and industry about storm water pollution prevention. Think Blue was also partnering with the San Diego City School District to write school curricula for K through 12. Successful leveraging of limited resources, research based messaging and this positive approach were the hallmarks of the campaign which was named by the USEPA as the model large urban watershed outreach program for its earlier publication "Getting in Step."
