The State Water Resources Control Board administers three groundwater quality funding programs:
- Site Cleanup Subaccount Program (SCAP) (Senate Bill 445, Hill, 2014), which provides grants to remediate the harm or threat of harm to human health, safety, or the environment caused by existing or threatened human-made contamination, where the responsible party lacks financial resources. - Proposition 1 Groundwater Grant Program (Assembly Bill 1471, Chapter 10), which provides planning and implementation grants to prevent and cleanup contamination of groundwater that serves or has served as a source of drinking water. - Proposition 68 Groundwater Treatment and Remediation Grant Program (Senate Bill 5, Chapter 11.1), which provides grants for treatment and remediation activities that prevent or reduce the contamination of groundwater that serves as a source of drinking water.
