Small Community Funding for Drinking Water and Wastewater Solutions

The Office of Sustainable Water Solutions (Office) was established on March 27, 2015 as a result of the Governor signing Assembly Bill 92. The Office is part of the State Water Resources Control Board’s (State Water Board), Division of Financial Assistance (DFA).

The Office was created to promote permanent and sustainable drinking water and wastewater treatment solutions to ensure effective and efficient provision of safe, clean, affordable, and reliable drinking water and wastewater treatment services. The Office is focused on addressing financial and technical assistance needs, particularly for small, disadvantaged communities through the Small Community Funding Program.

Drinking Water Solutions (including SAFER Program)

Interim / Emergency Solutions

Funding for interim solutions and other urgent drinking water needs.


Technical Assistance

Technical assistance is available to help small, disadvantaged communities with eligible projects.


Administrators

Administrators are available to provide technical, managerial, and/or financial assistance for struggling systems.

Long-Term Solutions

Funding for drinking water infrastructure projects (including schools and tribes).


Drought Assistance

Funding for drought-related urgent drinking water needs or long-term resilience.


Domestic Wells / State Smalls Programs

Funding programs for state smalls and domestic wells with water quality issues.

Schools

Interim and emergency funding for public schools.


Counties

Funding for counties to implement regional programs for assistance for state smalls and domestic wells.


Backup Generators

Funding for backup generators to support continuous operations during power failures.

Wastewater Solutions

Technical Assistance

Technical assistance is available to help small, disadvantaged communities with eligible projects.


Long-Term Solutions (Clean Water)

Low-cost financing for a variety of wastewater projects.


Cleanup Projects

Cleanup and Abatement

Grants for the cleanup and abatement of a condition of pollution where there are no viable responsible parties.
