Storm Water Program: Alphabetic List of SIC Codes

Potentially regulated Standard Industrial Classification (SIC) Codes

The Standard Industrial Classification (SIC) codes listed below are potentially regulated by the Industrial General Permit  based on Attachment A. When evaluating whether a facility is required to obtain coverage under the Industrial General Permit on the basis of its SIC code, please consider any applicable footnote at the bottom of this webpage. In some instances, those footnotes describe situations in which a facility with a commonly-regulated SIC code is not required to obtain Industrial General Permit coverage.   The below list is not a complete list of every type of facility required to obtain Industrial General Permit coverage.

   Refer to Attachment A of the Industrial General Permit for complete descriptions of the types of facilities requiring coverage. Additionally, per Industrial General Permit section XIX and Code of Federal Regulations, title 40, section 122.26(a)(9)(i)(D), a Regional Water Quality Control Board may require a facility to obtain permit coverage even if it is not otherwise required to do so if the Regional Water Quality Control Board determines that the facility’s discharge contributes to a violation of water quality standards or is a significant contributor of pollutants to waters of the United States.

If the facility is classified under this SIC code, but is not conducting the described activity, the facility is not regulated by the Industrial General Permit unless the facility is otherwise conducting industrial activities described in Attachment A or a Regional Water Quality Control Board requires the facility to obtain coverage pursuant to Industrial General Permit section XIX and Code of Federal Regulations, title 40, section 122.26(a)(9)(i)(D).

⁹Facilities classified under this SIC code are regulated by the Industrial General Permit if they conduct activities described in the Industrial General Permit, Attachment A, category 4, “Hazardous Waste Treatment, Storage, or Disposal Facilities,” or category 5 “Landfills, Land Application Sites, and Open Dumps.” Category 4 identifies “hazardous waste treatment, storage, or disposal facilities, including any facility operating under interim status or a general permit under Subtitle C of the Federal Resource, Conservation, and Recovery Act.” Category 5 identifies “landfills, land application sites, and open dumps that receive or have received industrial waste from any facility within any other category in Attachment A; including facilities subject to regulation under Subtitle D of the Federal Resource, Conservation, and Recovery Act, and facilities that have accepted wastes from construction activities (construction activities include any clearing, grading, or excavation that results in disturbance).” If the facility is classified under this SIC code, but is not conducting the activities described in either category 4 or 5, the facility is not regulated by the Industrial General Permit unless the facility is otherwise conducting industrial activities described in Attachment A or a Regional Water Quality Control Board requires the facility to obtain coverage pursuant to Industrial General Permit section XIX and Code of Federal Regulations, title 40, section 122.26(a)(9)(i)(D).
