Water Quality Certifications Issued Under Section 401 of Clean Program Water Act
This table lists (in chronological order) projects that received a water quality certification (certification) from the State Water Resources Control Board related to a Federal Energy Regulatory Commission (FERC) project or diversion of water. Other certifications issued by the State Water Board or Regional Water Quality Control Boards generally related to dredge and fill activities can be found on the 401 Certification & Wetlands Program page.

Tiger Creek Regulator Dam Spillway Replacement Project | Pacific Gas and Electric Company was issued a water quality certification for the Tiger Creek Regulator Dam Spillway Replacement Project (Project). Tiger Creek Regulator Dam is a part of PG&E’s Mokelumne River Hydroelectric Project (also known as Federal Energy Regulatory Commission Project No. 137). The Project consists of a new spillway intake (crest structure), notch through the existing dam, new concrete chute, new flip bucket splitter blocks, and new plunge pool. Other associated features include a permanent access road, a temporary access road, cofferdams, new log boom and anchor blocks, lighting on the dam, and abandonment of the existing spillway. The Project is in Amador County approximately 24 miles from Jackson, CA. |

Lower Tiger Creek Canal Station 51+00 Foundation Erosion Protection | On September 20, 2024 the Pacific Gas and Electric Company (PG&E) submitted a Notice of Intent to enroll the Lower Tiger Creek Canal Station 51+00 Foundation Erosion Protection (Project) under the Water Quality Order WQ 2023-0061-DWQ Clean Water Act Section 401 Water Quality Certification for Regional General Permit 8 for Emergency Repair and Protection Activities. The purpose of the Project is to provide interim protection of the Lower Tiger Creek Canal foundation prior to the 2024-2025 wet season to prevent continued erosion of the concrete footings that support the canal while a permanent solution is developed and implemented. The Project includes reestablishing access through an abandoned trail from Salt Springs Road down to the canal, temporarily diverting creek flows around the work area, and installing rip rap for erosion protection. PG&E anticipates the Project taking three weeks to complete, beginning as soon as possible in October 2024. |

Courtright Intake/Discharge Gate, Cylinder, and Piping Improvements Project | On August 15, 2024, Pacific Gas and Electric Company (PG&E) submitted a request to amend their water quality certification for the Courtright Intake/Discharge Gate, Cylinder, and Piping Improvements Project (Project), originally certified on July 3, 2024. Courtright Dam is a part of PG&E’s Haas-Kings River Project and Helms Pumped Storage Project (also known as Federal Energy Regulatory Commission (FERC) Project Nos. 1988 and 2735, respectively). The Project consists of installation of new concrete-encased hydraulic lines, gate position sensors, electrical conduits, and air vent lines; replacement of the intake/discharge gate cylinders, bulkheads gates, bypass valves, hydraulic cylinders, access ladders and platforms, and oil containment structure; and refurbishment of existing access roads, laydown areas, and crane pads above and below Courtright Reservoir’s ordinary high-water mark. The amendment allows for fueling of the crane within the ordinary highwater mark of the reservoir while it is drawn down. |

Yuba-River Development Project (FERC Project No. 2246) | On September 18, 2024, the State Water Resources Control Board (State Water Board) adopted Order WQ 2024-0083. This order sets aside the 2020 water quality certification for a hydropower project license for Yuba County Water Agency’s Yuba River Development Project. The order also dismisses the pending petitions for reconsideration of this certification. |

Sites Reservoir Project | On September 16, 2024, Sites Project Authority was issued a denial without prejudice for the Sites Reservoir Project (Project). Sites Project Authority proposed the Project, which includes a 1.5 million acre-feet surface water reservoir that would divert water from the Sacramento River. The reservoir would be located on and impound water from two tributaries to the Sacramento River - Funks Creek and Stone Corral Creek. The reservoir inundation area would be in rural, unincorporated areas of Glenn and Colusa counties, approximately 10 miles west of the community of Maxwell. Other Project-related components, including the Red Bluff Pumping Plant and Glenn-Colusa Irrigation District Main Canal Pumping Plant, would be in Glenn, Colusa, Tehama, and Yolo counties. The Project would use existing infrastructure to divert water from the Sacramento River at Red Bluff and Hamilton City to the new Sites Reservoir. New and existing facilities would transfer water into and out of the reservoir, with ultimate release back to the Sacramento River system via existing canals and a new pipeline located near the town of Dunnigan. Water released from Sites Reservoir would be used in northern and southern California for multiple purposes, including irrigation, domestic consumption, and fish and wildlife. The Project, in part, consists of: geotechnical investigations; construction of two dams, seven saddle dams, and two saddle dikes; development of two recreation areas; road construction and improvements; and construction of pumping facilities and pipelines. |

Ralston Afterbay Maintenance and Enhancement/Restoration Activities Project | Placer County Water Agency (PCWA) was issued a Notice of Applicability for the Ralston Afterbay Maintenance and Enhancement/Restoration Activities Project (Project). The Project is located on the Middle Fork American River approximately five miles east of Foresthill in El Dorado and Placer Counties. The Project is required under management plans included in PCWA’s new 2020 Federal Energy Regulatory Commission license for the Middle Fork American River Hydroelectric Project and aims to ensure the downstream movement of sediments and gravels that are otherwise retained in Ralston Afterbay, as well as enhance spawning habitat and overall aquatic and riparian habitats along the Middle Fork American River downstream of Ralston Afterbay. |

Anderson Dam Seismic Retrofit Project Drilling Program Phase 9 | Santa Clara Valley Water District was issued a Notice of Applicability for the Anderson Dam Seismic Retrofit Project Drilling Program Phase 9 (Project). The purpose of the Project is to conduct subsurface geotechnical investigations to evaluate and characterize seismic risk for existing foundation conditions to support the Anderson Dam Seismic Retrofit Project (ADSRP). The ADSRP includes the Anderson Dam Hydroelectric Project (Federal Energy Regulatory Commission Project No. 5737). The Project involves subsurface soil investigations via drilling of 10 borings in and around Anderson Lake and Coyote Creek in Morgan Hill, CA. The Project also includes seven trenches ranging from two- to 10-feet deep to investigate the dam’s foundation materials and faulting properties. |

Camp Far West Transmission Line Project FERC No. 10821 | Pacific Gas and Electric Company (PG&E) was issued a water quality certification for the Camp Far West Transmission Line Project (Project). The Project consists of approximately 10.9 miles of transmission lines from South Sutter Water District's Camp Far West Hydroelectric Project switchyard to a switch on the Smartville-Nicholas No. 1 60 kV line at Beale Air Force Base. The Project transmission lines cross Camp Far West Reservoir, the Bear River, Grasshopper Slough, and Dry Creek in Placer and Yuba counties, California. The Project involves the ongoing operation and maintenance of transmission lines for a 40-year Federal Energy Regulatory Commission license term. |

Courtright Intake/Discharge Gate, Cylinders, and Piping Improvements Project | Pacific Gas and Electric Company was issued a water quality certification for the Courtright Intake/Discharge Gate, Cylinders, and Piping Improvements Project (Project). Courtright Dam is a part of PG&E’s Haas-Kings River Project and Helms Pumped Storage Project (also known as Federal Energy Regulatory Commission Project Nos. 1988 and 2735, respectively). Courtright Dam’s hydraulic lines, cylinders, intake and discharge bulkhead gates, and bypass gates have been in use since they were first commissioned in 1981 and have reached the end of their life cycle and require replacement. Nelson Creek Hydropower Repair Project | Sierra Pacific Industries (SPI) was issued a water quality certification for the Nelson Creek Hydroelectric Repair Project (Project). SPI owns and operates the East Fork Nelson Creek diversion structure as part of the Grasshopper Flat Project, Federal Regulatory Commission Project No. 9029. The objective of the Project is to repair erosion that has occurred to the toe of the dam of East Fork Nelson Creek Diversion structure. Project repairs will include installation of rebar anchors and gabion structures underneath the toe of the diversion dam. |

Black Oak Ranch Water Conservation Project | Black Oak Ranch Partnership was issued a Notice of Applicability for the Black Oak Ranch Water Conservation Project (Project). The intent of the Project is to Project is to shift the timing of the Partnership’s diversions from the dry summer season to the wet winter season to improve stream habitat. The Project includes: 1) installing a Coanda box in an Unnamed Tributary for diversion; 2) constructing a small pond to store the water diverted by the Coanda box; 3) upgrading an existing point of diversion on Streeter Creek to increase pumping capacity and improve the streambank; 4) augmenting the existing storage tank system to increase capacity; and 5) constructing trenches for water pipes and electrical to facilitate the new systems. |

Huntington Lake Dam No. 1 Auxiliary Spillway Repairs Project | Southern California Edison Company was issued a Notice of Applicability for the Huntington Lake Dam No. 1 Auxiliary Spillway Repairs Project (Project). The purpose of the Project is to repair and resurface damaged concrete areas along the Spillway to address leakage concerns identified by FERC’s Division of Dam Safety in 2021 and 2022 inspection reports. The Project involves four main activities: (1) the hydro-demolition or manual removal of concrete surfaces along the Spillway; (2) concrete surface repairs; (3) toe repairs on the downstream side of the Spillway; and (4) expansion joint repairs along the crest of the Spillway. |

Lake Fordyce Dam Seepage Mitigation Project | Pacific Gas and Electric Company (PG&E) filed an application with the State Water Resources Control Board for a water quality certification amendment for the Lake Fordyce Dam Seepage Mitigation Project (Project). In summary, PG&E’s proposed Project modifications include: (1) an updated cofferdam design; (2) onsite blasting and sourcing of rock for cofferdam construction at two nearby quarry locations; (3) modifications to the Project’s pH management system; and (4) addition of a potential fifth year of construction. |

Yuba-Bear Hydroelectric Project (FERC Project No. 2266); Merced River Hydroelectric Project (FERC Project No. 2179); Merced Falls Hydroelectric Project (FERC Project No. 2467); Don Pedro Hydroelectric Project (FERC Project No. 2299); and La Grange Hydroelectric Project (FERC Project No. 14581) | On May 7, 2024, the State Water Resources Control Board (State Water Board) adopted Order WQ 2024-0046. This order sets aside the water quality certifications (certifications) for hydropower project licenses for: (1) Merced Irrigation District’s Merced River Hydroelectric Project and Merced Falls Hydroelectric Project (Federal Energy Regulatory Commission [FERC] Project Nos. 2179 and 2467), issued on July 31, 2020; (2) Nevada Irrigation District’s Yuba-Bear Hydroelectric Project (FERC Project No. 2266), issued on August 14, 2020; and (3) Turlock Irrigation District’s and Modesto Irrigation District’s Don Pedro Hydroelectric Project and La Grange Hydroelectric Project (FERC Project Nos. 2299 and 14581), issued on January 15, 2021. Lower Feeley Lake Dam Crest Restoration Project | Pacific Gas and Electric Company (PG&E) was issued a Notice of Applicability for the Lower Feeley Lake Dam Crest Restoration Project (Project). PG&E owns and operates Lower Feely Dam and Reservoir as part of the Upper-Drum Spaulding hydroelectric system, Federal Regulatory Commission Project No. 2310. The overall objective of the Project is restore the Lower Feely Dam crest to its original design elevation and mainly involves: 1) restoring the dam crest to its original elevation of 6936.0 ft; 2) armoring the upstream slope of the dam by adding Rock Slope Protection; 3) constructing a concrete channel underneath the low-level outlet operator and air vent for protection. |

Battle Creek Hydroelectric Project License Amendment for Removal of Inskip Diversion Dam FERC No. 1121 |
On March 7, 2024, the State Water Resources Control Board issued a water quality certification for PG&E’s Battle Creek Hydroelectric Project License Amendment for Removal of Inskip Diversion Dam (Project). The Project involves a Federal Energy Regulatory Commission (FERC) license amendment to: remove Inskip Diversion Dam and appurtenant facilities, remove 30,000 to 56,000 cub ic yards of sediment from behind the dam, and restore the stream channel after removal of the dam and sediments. |

On February 12, 2024, the State Water Resources Control Board issued a water quality certification for the Isabella Partners’ Lake Isabella Hydroelectric Project License Amendment (Project). The Project involves a Federal Energy Regulatory Commission (FERC) license amendment to add an additional turbine to the existing powerhouse located on the Kern River, below the United States Army Corps of Engineers’ Isabella Dam. |

Battle Creek Hydroelectric Project: Phase 2 No Regrets | The Pacific Gas and Electric Company and United States Bureau of Reclamation were issued a water quality certification for the Battle Creek Salmon and Steelhead Restoration Project: Phase 2 No Regrets (Project). The Project involves a Federal Energy Regulatory Commission (FERC) license amendment to the Battle Creek Hydroelectric Project (FERC Project No. 1121) and United States Army Corps of Engineers Nationwide Permits. Project: Big Creek Dam No. 7 Fishwater Generator Room Repairs Project | Southern California Edison was issued a water quality certification for the Big Creek Dam No. 7 Fishwater Generator Room Repairs Project (Project). The Project is to address aging equipment/damage to the Generator Room resulting from flooding. The Project is located at Big Creek Dam No. 7 which is part of Southern California Edison’s Big Creek No. 4 Hydroelectric Project (Federal Energy Regulatory Commission Project 2017). The Project consists of: (1) drawdown of the tailwater pool near the base of Big Creek Dam No. 7; (2) water diversion around the work area from the Redinger Lake to the San Joaquin River approximately 300 feet downstream of Big Creek Dam No. 7; (3) removing/replacing damaged and end-of-service-life equipment inside the Generator Room; and (4) replacing and relocating the electric panels currently located in the Generator Room to a different room in Big Creek Dam No. 7 above the flood high water mark. | 9/12/2023 | |
Merced River Agricultural Diversion and Fish Habitat Enhancement Project | Merced Irrigation District was issued a Notice of Applicability for the Merced River Agricultural Diversion and Fish Habitat Enhancement Project (Project). The Project is located on the Lower Merced River (LMR) approximately one mile east of Snelling in Merced County. The overall objective of the Project is to improve and enhance the screening of agricultural water diversions to protect native fish populations in the Merced River and increase water diversion efficiency and reliability in the LMR. Jackson Lake Dam Toe Slope Protection and Fish Flow Weir Replacement Project | Nevada Irrigation District was issued a water quality certification for the Jackson Lake Dam Toe Slope Protection and Fish Flow Weir Replacement Project (Project). Jackson Lake Dam is a part of Nevada Irrigation District’s Yuba-Bear River Hydroelectric Project (Federal Energy Regulatory Commission Project 2266). The Project will remove sediment that has accumulated at the toe of Jackson Lake Dam and install an L-shaped steel plate above the dam’s low-level outlet pipe to act as a leakage weir and prevent future seepage. Additionally, the Project includes: (1) removal of an existing fish flow weir and stilling well that are located approximately 100-feet downstream of the Jackson Lake Dam; and (2) installation of a new fish flow weir in the same location. | 6/19/2023 |

San Gorgonio Flowline Line No. 1 Repair Project | Southern California Edison Company (SCE) was issued a water quality certification for the San Gorgonio Flowline Line No. 1 Repair Project (Project). SCE is proposing to replace Flowline Line No. 1 and to repair diversion structures in the East and South Forks of the South Fork Whitewater River and Black Wheel Creek. The Project is needed to address significant damage to Flowline Line No. 1 and diversion structures from the 2020 Apple Fire. Flowline Line No. 1 and the diversion structures are part of the San Gorgonio 1 and 2 Hydroelectric Project, Federal Energy Regulatory Commission Project No. 344, which is located near the city of Banning and the town Banning Heights in San Gorgonia Pass on 246 acres of lands managed by the United States Forest Service in the San Bernardino National Forest and on private land. | 6/13/2023 |

South State Water Project Hydropower FERC No. 2426 | On March 14, 2023, the State Water Resources Control Board issued a final water quality certification amendment for the California Department of Water Resources’ and the Los Angeles Department of Water and Power’s South State Water Project Hydropower (Project). The Project is part of a larger water storage and delivery system, the State Water Project (SWP), which is the largest state-owned and operated water supply project in the United States. The Project is located along the southern end of the West Branch of the SWP in Los Angeles County, California, between the towns of Castaic and Gorman. The final water quality certification amendment for the Project includes changes to Condition 3: Minimum Instream Flows; Condition 5: Ramping Rates; Condition 6: Large Woody Material Management; Condition 7: Gravel Enhancement; and associated rationale. | 3/14/2023 |

Big Sulphur Creek – III Water Extraction Facility Replacement Project | Geysers Power Company, LLC (GPC) was issued a water quality certification for the Big Sulphur Creek – III Water Extraction Facility Replacement Project (Project). GPC is proposing to replace its surface water intake facility on Big Sulphur Creek in the Geysers geothermal Steam Field in Sonoma County, California. The current diversion includes a screened intake that hangs from a bridge and is lowered into the channel when diverting water. Two pumps sit on the channel bank that pump the diverted water approximately 100 vertical feet uphill to an injection well. Project components include : (1) the removal and replacement of the existing water diversion system; (2) construction of a new diversion system equipped with a cone screen, automated brush cleaner system, and jetting system; and (3) bank stabilization for construction/operation access using riprap. | 2/22/2023 |

South State Water Project Hydropower FERC No. 2426 | On February 17, 2023, the State Water Resources Control Board issued a water quality certification (certification) amendment for the California Department of Water Resources’ and the Los Angeles Department of Water and Power’s South State Water Project Hydropower (Project) for the re-operation of Pyramid Dam certification. The Project is part of a larger water storage and delivery system, the State Water Project (SWP), which is the largest state-owned and operated water supply project in the United States. The Project is located along the southern end of the West Branch of the SWP in Los Angeles County, California, between the towns of Castaic and Gorman. The certification amendment temporarily increases the limit SWP water deliveries from Pyramid Lake to Lake Piru via middle Piru Creek from 3,150 acre-feet to a maximum of 25,000 acre-feet per year during the November 1 through end of February time period in both the 2022-2023 and 2023-2024 water years. |

Meridian Farms Fish Screen Project – Phase 2 | Meridian Farms Water Company (MFWC) was issued a water quality certification for the Meridian Farms Fish Screen Project – Phase 2 (Project). MFWC is proposing to construct a consolidated point of diversion and fish screen for the Meridian and Drexler points of diversion. Project components include: (1) removal of the existing Meridian diversion and pumping plant; (2) construction of a new 135 cfs Meridian diversion structure, equipped with retractable cylindrical fish screens and pumping plant; (3) removal of the existing Drexler diversion and pumping plant; (4) construction of a new 35 cfs Drexler pumping plant to deliver flows to the Drexler Service Area via the newly constructed Drexler pipeline; (5) modification of the existing Drexler outlet; (6) installation of 54-inch and 72-inch discharge pipelines to convey water from the Meridian pumping plant to the Main Canal; and (7) an increase in the capacity of the Main Canal to convey flows to the Drexler Service Area. |

The Klamath River Renewal Corporation (KRRC) was issued a water quality certification (certification) amendment for the Lower Klamath Project License Surrender (Project). The certification amendment: (1) accounts for updates to the Project description since the original Project certification was issued on April 7, 2020; (2) approves plans required by the original certification that have been developed since April 2020; and (3) provides consistency with the actions analyzed and recommended in the Federal Energy Regulatory environmental impact statement. |

Huntington Lake Dam No. 1 Low-Level Outlet Valves Replacement Project | Southern California Edison Company (SCE) was issued a water quality certification for the Huntington Lake Dam No. 1 Low-Level Outlet Valves Replacement Project (Project). The Project involves: (1) repair and replacement of the upstream and downstream valves, gates, and operators, (2) dredging of accumulated sediment and debris in front of the low-level outlet intake gates, and (3) installation of a Parshall flume. The proposed repairs and upgrades will not result in a change to the design or function of the dam. By restoring the functionality of the low-level outlet system, the Project repairs will address public safety concerns downstream of the dam.The installation of the Parshall Flume will allow accurate measurement of the minimum instream flow (MIF) releases that are anticipated under the new FERC license for the Big Creek Nos. 1 and 2 Hydroelectric Project. |

DWR requested that the certification for the Project be amended to allow a temporary one-year variance to accommodate water releases at Pyramid Lake. This variance was requested due to the United Water Conservation District’s (United) request for additional State Water Project (SWP) water from DWR. Delivery of SWP water to United via middle Piru Creek is limited to 3,150 acre-feet from November 1 to the end of February each water year (Condition 1d). The Project is located in the Cow Creek watershed in Shasta County, California, about 30 miles east of the city of Redding, near the community of Whitmore. On January 27, 2007, the State Water Board issued a 401 water quality certification (certification) for the Pit 3, 4, and 5 Hydroelectric Project (Project). The RRMP was approved by the State Water Board on April 25, 2011, and by the Federal Energy Regulatory Commission (FERC) on June 3, 2011. PG&E’s application is requesting modifications to Mitigation Measure 12 of the certification to remove any inconsistencies with the FERC-approved RRMP.

Yuba County Water Agency Log Cabin Diversion Dam Apron Curtain Repair Project | In November of 2011, during a diving inspection Yuba County Water Agency (YCWA) discovered two small areas of scour on the toe of the Log Cabin Diversion Dam spill apron on the downstream side of the dam. YCWA plans to repair the scour areas by drilling dowels into the existing concrete and stream bed in the scour area and then filling the scour areas with fiber reinforced shotcrete which contains a high silica fume content. A discharge pipe from the upstream Log Cabin Diversion Dam temporary impoundment will be extended approximately 150 feet downstream of the dam to allow an estimated 8 cubic feet per second of streamflow to pass around the construction area. Operational Changes at the Santa Felicia Project | The Project amends the September 12, 2008, Federal Energy Regulatory Commission (FERC) license for the Santa Felicia Dam Project (FERC Project No. 2153). The Project will replace the lower Piru Creek current minimum instream flows released from Santa Felicia Dam with flows listed in the June 2012 Water Release Plan (Plan). The flows contained in the Plan were developed to support: 1) unimpeded Oncorhynchus mykiss (steelhead) migration in Piru Creek downstream of Santa Felicia Dam and in the Santa Clara River from the confluence of Piru Creek downstream to the Vern Freeman Diversion Dam; 2) the formation and preservation of freshwater rearing sites for steelhead throughout Piru Creek downstream of Santa Felicia Dam; and 3) the creation and maintenance of freshwater spawning sites for steelhead throughout Piru Creek downstream of Santa Felicia Dam. Lewiston Community Services District’s Water Supply Project | Lewiston Community Services District (LCSD) proposes to relocate its infiltration gallery to a location on Lewiston Community Services District property approximately 2,800 feet downstream of the existing intake in Lewiston, California. The LCSD system serves 40 connections, including a 22-space trailer park and a hotel/restaurant. The total service area includes 150 people, roughly equal to 60 single family dwelling equivalents (at 2.5 persons/single family dwelling). All connections are currently metered. To obtain the needed storage volume at the existing Central Pit, two dams will be constructed along its perimeter. Lower Mokelumne Hydroelectric Project, Pardee Dam And South Spill Way Modification FERC No. 2916 |
The Pardee Dam and South Spillway were constructed in 1928 at the west end of Pardee Reservoir, in Amador and Calaveras Counties. The reservoir, dam, and spillway are owned and operated by EBMUD under FERC license number 2916. Pardee Dam is a 345 foot high concrete gravity arch dam with a crest elevation of 575 feet. Two five foot high parapet walls are located at the top of the dam. The South Spillway is a concrete chute with a crest width of 850 feet and a length of 300 feet. Nineteen piers extend from the crest to support a bridge that crosses the spillway. The proposed projects include modifications to both the Pardee Dam and South Spillway. The upstream parapet wall of the dam will be raised by up to 2.5 feet, wing walls will be extended to connect the higher parapet wall to the canyon walls, and six guide piers will be installed in the South Spillway. | 5/22/2000 |

The main function of the dam is to provide storage capacity and regulation of flow for downstream power generation, domestic and irrigation uses.
